    Set oven to broil. Spray broiler pan rack with cooking spray. In small bowl, mix chili, salt, cayenne, juice, oil, and garlic. Brush mixture evenly on both sides of each pork chop. Place pork chops on rack in broiler pan. Broil with top 4 to 6 in from heat 10 to 12 min, turning once, until pork is no longer pink in center. Serve with couscous. Garnish with orange slices and cilantro.
